The Demise of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Immense energy is devoted on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from across the border, a capacity enabled by current data. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes sober acceptance: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

With pauses, this continued until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a need that neighboring countries are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, persist.

Political Considerations

It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unrealistic to compel Moscow to abandon the territory that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but preventing a total frontline collapse until conditions improve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
